Click on the Rules drop down and click New. Then click Advanced Options in the bottom right. Then check the box that says 'with specific words in the body'
then in the bit added in the "Step 2" textbox, click the blue 'specific words' hyperlink
then click next and set the action you want to do, like move it to a specific folder
then click next again and check the box that says "except of the body contains specific words"
and choose the words you want to use as an exception
then click next and name it and blah blah and hit finish
I just built a rule to test that in Outlook 2013 and it worked like a charm
