i resized it to 5000px from 500 and it didnt make a difference...

When you have fewer values for any background property (except color) than background-image, the missing values are filled in
The last value is being filled in with 500px 500px

Whether or not you need to use a prefix for a specific feature depends entirely on 1) the feature 2) the versions you are supporting
There is no way to generalize this
 
you could just use a prefixer or something like Compass (Sass), which will handle prefixes as needed
 
And what's with font-weight not working well? Seems like only 100, 400, and 900 values work (and the specified values ex: bold)
 
Microsoft makes full use of -ms- for Windows 8 specific stuff, which by the way is the original intended use of prefixes to begin with
