Hmmm gonna have to rephrase that then, if you say "Buy 5 or more and save 10%" then it is obvious but not sure how to say it for a flat rate

eg sublimetext.com/buy -> business (10 licenses are cheaper than 9)

the first even if it looks like bold, it doesn't have semantic meaning
while <b> represents important text in its context
<div> just a block-level element
<section> a set of paragraphs that is part of an article or something

label has special use other than having visual effect so
 
Take it one step further, even <head>, <style> and <script> can be styled with CSS
They're just display: none by default, that's all :)

clear: both clears any float of anyone above it.
And the only float above it is the float of the input of the previous label.

Like I said, think of clear as an invisible line that stretches both ways.
Any floated elements above that line cannot get past it.
It doesn't matter if it's the label below it, or the div below it. The floated input cannot affect anything below the clear line.

for example think about reading that form without tags

what you probably want is

<li>Name</li>
<li>Surname</li>
...
</ul>
</fieldset>
so a list helps making it more semantic
