@hwnd PHP and R, as far as I know, but for R, it's only for a particular API
Not sure about utilities on *nix-like platforms. I don't know if they use PCRE or Perl regex library
Haskell has a PCRE wrapper: wiki.haskell.org/Regular_expressions#regex-pcre, among the options it offers
SublimeText uses Boost, not sure about Notepad++
Apache mod_rewrite uses PCRE
Ruby was Oniguruma, then moved on to Onigmo (probably 1.9.2?)
Android and iOS uses ICU4C
