The website has a single textbox in the middle of the site with the text below explaining that e-mails entered here will not be kept confidential, rather, that e-mail will be presented to every spamming agency in the world. Know an enemy's e-mail address? Friend play a prank on you? Solution! Fill his inbox with penis enlargement spam!
And it would do as advertised. Maybe I'd even add a 2nd textbox allowing you to enter a "protection" e-mail that really will be kept confidential, so that they can't then do the same to you
