i got the IMG file in my USB which is connected to raspery pi motherboard , and i connected the battery to motherboard and the HDMI Cable to motherboard, while its Wifi cable
Now how do i after plugging in the HDMI Cable to Computer make computer start of that HDMI Cable?

That makes no sense. the RPi is already a computer. You can just boot it on its own

If you want the console on your computer, you need to either SSH in over ethernet or wifi

SSH is disabled by default

Unless you have a video input card on your computer, in which case you can connect an HDMI cable, and a keyboard and mouse

You almost definitely don't have such a card, unless you moonlight as a digital media guy specialising in transferring media between physical formats

If it's not spinning up, then the actual disk is either damaged, or broken, or some part of the internal mechanism is broken

In the first two cases, your data no longer exists
