The Accelerometer is always on at least in a low power mode. That's how orientation changes are detected. Choose a slow update rate if you really have to monitor the accelerometer constantly. The faster your update rate is the more you will tax the battery.

The accelerometer - like most sensors - has at least two modes. A high-frequency/high-update-rate "on" mode which is for example used by games to get fast and accurate updates and a low-power "off" mode used for things like detecting orientation changes. The exact behaviour differs from device to device and also depends on the sensor used, but mostly the accelerometer will remain in a low power mode unless there is an app which request updates with a sufficiently high frequency.
 
So it's constantly feeding you a stream of orientation? Ah, what Xaver said :)
 
* Always make sure to disable sensors you don't need, especially when your
* activity is paused. Failing to do so can drain the battery in just a few
* hours. Note that the system will not disable sensors automatically when
* the screen turns off.
 
That will trigger the accelerometer to wake up and causes a lot more battery drain in the high power mode. What you want to do is keep the accelerometer in the low power mode to conserve battery
 
Second one is already used by the OS so you don't need to worry about battery concerns

Or, I suppose, if you're stopping it being switched off (or turned down)

Exactly right. The best way to conserve battery is to not have a Service which is constantly listening for events from the accelerometer. Only listen for sensor events when you absolutely have to and let the hardware sleep the rest of the time.

Well if you absolutely have to listen all the time then you have to listen all the time. As I said the only thing you can do then is use as slow of an update rate as possible.
