Try reddit, I'm pretty sure there's subreddits on how to do fashion on the cheap.

With a friend who actually works with fashion, she has a store with her mother.

Best tip I got was to go out and try all the ideas, get experience, and then decide for yourself.

Try attending conferences when you are actually in high school. It gives that feeling a hundred times over
Especially if the person you're talking to is a developer in a big company
In my experience, actual top level people are less arrogant than the junior level people working for a big name.

But, that's just my experience. I don't know what's it like where you live.
But what I mean by shopping for outfits is shop conceptually.
If you're out to buy a sweater to layer, wear the clothes you're going to layer it with, and try to create a outfit.
Then you're training the one skill that matter: creating an overall cohesive look. Pieces on their own are not important, which is why those websites that give you shopping lists are flawed in my opinion.
Only thing that matters is how the pieces go together.
