I've googled this extensively and cannot find any discussions on this. It appears (correct me if I'm wrong) that Android AppWidgets (home screen widgets) do not receive local application broadcasts via the LocalBroadcastManager. So to communicate with the widget I must use a regular system wide...

I mean static members are accessible weather or not a class is instantiated right? Is it available so long as any service or activity is running?

Static members exist instance independent, so you should be able to access them without having an actual running instance

android:exported basically says whether or not you want your app component to be available to other apps

In case of a widget, it should be true because the homescreen app will send broadcasts to you
