then why cant we use this

You can achieve it using..

Integer imagesa[] = new Integer[99];
imagesa[0] = R.drawable.ic_launcher;

You cant intialize with {} after declaration!

So,

Integer imagesa[] = new Integer[99];
imagesa[0] = { R.drawable.ic_launcher};

will gives your error (Array constants can only be used in initializers)
