just for the sake of resolution, i got an answer to the question. i didn't need to rotate, just project into a plane that doesn't lead to degenerate polygons, do my clipping, and reverse the projection

Also, it looks like you were right about the cross method not working with concave shapes, despite what Wolfram Alpha says.

I was getting lucky as I happened to be choosing an exterior angle

If you choose an interior angle then the sign gets reversed
