Do you need a webserver to run PHP through an HTML POST?
I have php installed and it works on localhost, but clicking on an html form submit that posts to a php file asks me to download the file if it's in my home directory. this is for local testing only

@DaveRandom php has development and release branches, where dev is 7.1, and release is 7.1.X, when a release is due, 7.1.XRC1 is tagged and released, if nothing bad is found, 7.1.X is tagged and released, all the while 7.1 is still accepting commits ... sometimes bad things are found and fixes are cherry picked from 7.1 to 7.1.X before final release ... it doesn't matter if 7.1.X and 7.1 diverge before final ...

Well I dunno. I can conceive of a case where the internals are changed enough to warrant a new major but the plugin API doesn't change. Seems like composer version constraints would be easier to manage (for plugins) if the APIs are versioned separately from the bot
 
If just the internals change it shouldn't warrant a major
 
i.e. plugins can composer require room11/jeeves-plugin-api ~1 and the bot's versioning is fully decoupled from changes in that API
Thus Jeeves v50.6.42 can still run plugins that use API v1 and the plugins themselves need not care about the current bot version
 
One of the few reasons to bump the major is the plugin api either way
 
/me would make a terrible RM for anything
 
There is little reason (that I can see right now) to bump the major for other reasons
The version should reflect the public api changes imo

When the encoding is missing it can get fun, but in general you just look for bytes > 0x7f and see if they look like valid UTF-8, if not then treat it as ISO-8859-1, that covers 99.9% of cases
There's only so much you can do when people don't tell you what encoding they are using
