Alright. I think I've gotten the submission piece at least setup again. I am receiving the "WS Security Header in the message is invalid." error message.
Although, the ReadMessage method in the GZipMessageEncoder class is giving me the following:
Instead of the actual message sent back from the request. I only know it was a security error due to the ReadMessage() method of the MtomEncoder class, which outputs the contents of the buffer.
lol. Well, we got a certificate from one of the authorized certificate issuing authorities referenced in the Composition Guide; and installed it on our end.
Okay. I'll have to pass that along. Because our certificates are being managed by another person, and most of the dealings with the IRS is being managed by another.

Ok about attachment payload. I am passing it in BulkExchangeFile , then remove it from there and make MTOM attachment out of this, Adding "include" tag instad with proper id
While I am assigning the byte[] that makes up the Form Data File to the BulkExchangeFile property; I am also outputting the Form Data File to the file system (for retention purposes), and then I am using the ReadAllText method to read the file, and write it as the Mtom Attachment.
After signing the XML, I am adding the attachment reference (BulkExchangeFile and Include elements) to the ACABulkRequestTransmitter element in the Soap Body.
Okay. So now I've got 1.) Add the attachment references to the SOAP Body; 2.) Sign the document; 3.) Replace the KeyInfo element with the required KeyInfo element.
I also added a Content-Disposition line to my Attachment Part, as it is outlined as such in the Composition Guide.
So further reviewing the Composition Guide (page 83/84) Not only have I added a ContentDisposition property to the MimePart object, but I also added a Type property to the MimePart object. The Type is to hold the value of "text/xml" for the type attribute of the main part's Content-Type.
main part = _SoapMimeContent; Attachment Part = _AttachmentMimeContent
So I have two; one with two parameters: MessageEncoder and GZipMessageEncoderFactory (which I think is actually the correct one); and one which takes three parameters: MessageEncoder, MtomEncoderFactory, string attachmentContentType).
The latter of the methods, is referenced in the MtomEncoderFactory method of the same-named class.
What have you set your PrefixList attribute of the InclusiveNamespaces element to be? This is part of the Reference/Transforms/Transform element under the Signature/SignedInfo.
