Q: Why is it so hard to convert a document file to PDF in pure PHP?

BusinessGuyI'm trying to do as the title says. All libraries and links either need shell access to use an external program, or need to use an online API. I don't get why it is so hard to do a pure PHP conversion. Does anybody know a way? Thanks
