@DirkEddelbuettel well, OP is partly being confused by your favorite thing - the hadleyverse (I don't think devtools is part of the tidyverse??) In its attempt to make everything look pretty and simple, it leads to confusing/non-standard behaviour wrt system.file() when doing package-checking.
 
@BenBolker my pet peeve. in a (well-meaning) attempt to make things "easier" and "more consistent" (which often succeeds, don't get me wrong) it sadly hides the underlying basics and folks no longer have an idea what they are doing.

@RomanLuštrik that reminds me of a 3-day Hadoop intro course I once took. The training company had Windows laptops, and the trainer had the bright idea of, instead of spinning up a cluster in the cloud, compiling it for Windows and running it locally. No problem, it's "portable", right?
Yeah, that course wasn't the best.

@DirkEddelbuettel that's actually reasonably clear in context. He's installed the latest Visual Studio, which comes with R Tools for VS, and tried to click on "Rebuild" in the Build menu. However, that menu is really only relevant for compiled languages so won't do anything intelligent with R.
