I think it's been a week or two, but not very long.
I don't see how he thinks that JU copied his answer. Look at the timestamps of the edit histories.

@joran About a month or so. I too argued with him, and took exception with his (silent, not asked, not marked) editing of my answers.
And on top of that he is pretty much the definition of 'not a clue'. Really annoying.
 
His latest comment to a new user also complains about copied code. Look at the two answers. The data were copied, not any code. stackoverflow.com/questions/40166755/…

@MatthewLundberg I flagged that comment and I think it's gone.
 
I flagged it as well, when I first saw it.
I chose "not constructive" but "rude" was a close second choice.
 
I think the best route is to not engage (much), flag their inflammatory comments.
If the behavior persists it might be worth flagging a particularly egregious example explicitly for moderator attention and describing/linking to some other incidents. But that's more work.
 
If past results are indicative of future returns, we can expect him to get worse.

I suppose they could the first-ever customer of TERR. Did't think of that.
Or maybe we have worse punishment in store and send them to the Java-based interpreters.
Or maybe that is too cruel even for such fools?
