So, it looks like "Primarily Opinion Based" has been removed as a close reason. Out of morbid curiosity when did this happen?

@JarrodRoberson POB is available on both the close-vote and close-flag dialogs. I just double-checked both dialogs. The primary difference between the close-flag and close-vote dialogs is that the close-flag dialog has "Blatantly off-topic", whereas the close-vote dialog has "Other" for custom close reasons.

Basically, someone on SO chat flagged something as rude/abusive. You'll get the blue bubble notice when that happens and can vote on whether or not you agree with the flag
The confusing part is, if it gets voted out of the queue while you're reading, you'll get an error
 
@MunimMunna you should be aware that the spam moderation feature has some usability issues, you get a bogus notification that "there are spam flags for you to review" (I forget the exact wording) and then if you click through it says no flags anymore (because you just handled the one, duh)

If enough people vote yes (or a mod does) the message is deleted and the user gets a 30 min chat ban per sustained flag

so... seems like a user hates me. It started when he posted a wrong answer which didn't satisfy OP and I downvoted. Later, I explained that this answer was wrong, so I downvoted and if he fixes it, I will undo it, etc. and he started downvoting my answers for unknown reasons. Contacted mods > flag helpful, no action. Contacted CMs > user undoed his downvotes. Now recently he serially downvoted my questions, votes were reversed. And now he downvoted one of my questions, in order to lose my 3k :(
What else should I do?

If the problem persists, just continue flagging.
Regarding this meta answer: So if I see a "competive programming" question with only the problem statement, what should I do? Assume the user can't think of any approach (as stated in the question).
And according to meta.stackoverflow.com/questions/338755/…, "failed attempts" don't have to be posted for a question to be on topic.

I don't really want to link, because of the meta effect. But assume the question is something like "What is an algorithm to solve this question? <10 lines of quoted text>" and the answer can be as short as "This is a classical XYZ problem. Algorithm ABC can be used to solve this effectively"
And assume that the question is impossible to solve without already knowing at least what the problem is called.
For the particular question, since then OP has added their brute force (very slow algorithm) code, but it is irrelevant to the answers.

@double-beep I think they're not off-topic, just downvote them if you don't think they're useful. No effort questions can be useful (some highly upvoted "How to" questions for example)

@user202729 downvoting a question can actually be done for three reasons, see the tooltip on hover-over on the downvote arrow; unclear, not useful or lack of research. The latter does not preclude any of the former two to be true

@user202729 Okay, I should have said they are carrying some historical value. Keeping the question confined in a scope of a specific problem seems to be the policy that community is following now. Still how to questions can be asked, but we need to make sure they are not TB. Like how to change the transparency of the header in a markdown vs. how to make a markdown document. First one is "fine", second one is not.

@tripleee I don't see how this is a duplicate of the proposed dup-target. The dup-target is explicitly about the trim() function, which this question is not asking about. In no place in the proposed target does it describe how to remove all spaces. Even Excel's version of TRIM() reduces the number of spaces down to one between words, but doesn't remove all of them (i.e. what this question is asking about).

Situation is as follows: it says I'm banned from the review queue for two days because I indicated that there's no action needed for
an useless answer. Well another user commented that he shouldn't answer like that, read faqs.... so I thought there's no action needed
because someone else already took action. If that's wrong - what should I do instead?
