it's the alternate function of PrintScreen button typically
it used to have historic significance but I don't know of an actual use since I've been using PCs
my spectre doesn't even have it anymore
since this might be useful for others possibly. the messenger I linked to Julien in SO reply is:
pretty basic messenger if all you care for it send messages around to get things kicked off without taking strong reference to target

The magic SysRq key is a key combination understood by the Linux kernel, which allows the user to perform various low-level commands regardless of the system's state. It is often used to recover from freezes, or to reboot a computer without corrupting the filesystem. More concerned about my family - I've got a bunch of family in Panama City, where it landed. Most of them have lived there so long (and through so many hurricanes) they're too stubborn to leave.
We're supposed to have some pretty strong winds, but I doubt if we'll even lose power.
