TL:DR .NET Core is a rewrite of .NET that's heavily stripped down in the effort of being more 'modular' and Mono is a implementation of .NET that 'in theory' has everything the .NET Framework has, but components and features are often quite buggy.

Of course, Microsoft actually purchased the company, Xamarin, so you may see stability take a slight up-tick.
WPF is a method in .NET to make GUIs yes, I'd suffice to say the 'preferred' method.

C#'s situation wrt portability is slowly getting better, .NET Core is production ready and works quite well for webservers and console applications
 
Which is exciting to be honest, I'm happy to see Microsoft finally get around to properly accepting that cross compatibility is something that exists.

Just let the compiler infer wherever possible, keeps the code clean and readable.
 
@RoelvanUden I feel the code is more readable, and probably more efficient too, when you declare an instance of the type you expect to find
e.g.:
var list = someData.ToList();
List<myStuff> list = someData.ToList();
 
It's not more efficient. The compiler figures out what type 'var' is at compile-time, not at run-time. The only people that like to write it out completely are those still stuck to their Java ways. Embrace the clean code that var provides and move on from ancient practice.
I personally find your second example horrid to read. It's okay on one line, but when you have a bunch of lines doing stuff it gets annoying to read quite quickly. The type is not all that relevant to know when you're reading to determine what something does, and intellisense and the compiler will prevent you from doing something you can't. There's really no point to writing out the types explicitly.
I only want to see types on parameters and return types.

That's quite likely because you're stuck to the "It's different than what I'm used to in Java!" and that's really not a good way to move forward. That said, programmers should be lazy. I would much rather have lazy colleagues than hard-working ones, because the lazy ones will get the job done with minimal effort and without copying shit and making their own lives hard.
Also: Look at Kotlin and Scala for some JVM love and see how they don't need explicit declarations either.

Can you use Sync Framework?
It will allow your services on premises to work offline
since you are connected to a VPN and I don't trust that sort of technology that much
you might me want to store your work and check if you are online before sending data to your cloud

If he's fine with SignalR he'll be fine with Sync Framework. It's a fully-developed product, does everything you may want within its scope and leverages effort easily
The only drawback is it requires you to fiddle with it for a week or two so you make it VERY efficient.
When I say very efficient I mean it can fetch 800k rows and sync them across 120 cross-domain clients in a matter of minutes
you can also use old AJAX
but given the amount of worker threads and the existence of SignalR, I would go for SF no doubt

@HéctorÁlvarez Look at the context. The .ToList() is quite explicit about the list being returned. You don't need to know the element type of the list, because there are no elements accesed there. Therefore writing List<PhoneContact> is noise
Let's go one step further: the reason you know it's a List is because of the context. If you write List<PhoneContact> data = whatever.ToList();, how do you know that List is actually System.Collections.Generic.List? By looking at the context.

I think what you're asking is for a framework that can wait X seconds, and if the process is finished, return the result, otherwise return a "in progress" method and push back to the client when done
There might be one, but I've never used one.

A sends a request to B and tells it to send the result back to http://... (which is an end-point on A). Whenever B is completed, it dispatches the message to A on the specified end-point. If A needs some kind of tracking, just supply a webhook address with a tracking identifier. Done. ;-)
