Unlike the reopen queue, we filter out posts which haven't changed a lot.

(Based on calculating the Levenshtein distance between the latest revision and the revision before closure.)

Will it just be a two tier system?

I.e., anyone can check the grave, but only ROs/BOs can shut the bot down?

Or, do we want 3 tiers? (Non-reg'd - can't do anything, reg'd - can check grave, RO/BO - everything.)

you could make it really easy for us. Anyone with 3k or more can run the commands, and only RO's can shut down the bot
