I'm reading "Making is Creating" and a couple times the author talks about how back in the 90s when web first came out we only had crappy tools and everyone coded with notepad. Is this true, we did have (pre)IDEs like VI/EMACS but they probably weren't designed for HTML?

When I started coding, notepad was the tool of choice, notepad++ only came later (and frankly I wasn't aware of vi/emacs)
emacs wasn't very prevalent then, not sure if it even existed.
