It's a dynamic programming problem
You just want to define a function f that takes the 2 previous digits as a parameter, the digits left to generate, and the total digit count. The total digit count is required because you need to know if you're on the first digit or not.
I'll give you a sample solution
For 15 digits,
It's 90925480442
For 10 digits,
It's 21838806
Now your task is to build a solution that gets you up to 20 digits.
