your suggestion is not the same as the peer pressure badge because the peer pressure badge is in place to allow users to correct their mistakes.
Your badges will be rewarding bad behavior and trolling? how can you possibly spin these to all be positive? the negative aspect of the badge? well doesn't voting and rep already do that?

How badges are badges are badges... yes they will always *want to* collect them. Even if they need to do something bad to get them. Right now we have a system with a few (lets focus on peer pressure badge for now) badges that you can get by abusing the system...
