@Wietlol code refactoring can be a blocker before implementing a feature. Let's say it would take a week to complete the entire dev process for the team to ship it. How would you convince stakeholders for a code refactoring work?
See, this kind of feedback is what I'm lacking in my current and past colleagues

@mr5 theoretically speaking, you as dev team decide that code refactoring is part of the work you need to do as technical debt
this means you have to keep this in mind when estimating the time required to do stuff
but practically, developers are very bad at that
and humans in general are very bad at favouring long term effectiveness over short term features
basically the question you have to ask the stakeholders is: "should we spend time now to remove technical debt, or allow the debt to build up and slow down the development process of all future tickets?"

and you have to include the refactor in the estimation
or you can go without refactoring, but still say 2 week for adding a button

@ntohl I've had very similar conversations. It wasn't a two weeks estimate but I think a week or something. When asked "why" I pointed out how repeatedly I've asked for time for refactoring but was always told there wasn't time.
Well, the feature that I estimated high was postponed. Last year. Not really sure until when. Because we have a thousand bugs to fix with constant changes and poor maintenance of the code base. And also major change to refine the security model, which management finally realised we cannot go live without. Hence why it was scheduled. Erm, six weeks before we go live. Also, the estimation of the feature is about six weeks.
This amazing coincidence brought to you by "somebody up in management decided on a project plan which involves going live on the first week of January. But then it became clear that the security thing should be implemented, so it was squeezed in and the released was pushed back."
