Hi all, Can anyone help me in Asp.net core 3.1 ?

I have an issue, I'm using NPOI to play around with excel and I want to give static location to download the excel file. I tried in so many ways but not proper result I got. Does anyone has Idea on this?

so even though the byte value I enter in is not null when it goes into the sqlcommand, it still shows up as null in the database. if someone can return the severed head of whoever made this, that'd be great.
