If you need details on the versioning, see this documentation. Although all versions of netFx target up to 7.3 (and does 7.3 by default)
If you want to target a specific version below 7.3 on full framework, try using the various override options available

I have one of those questions that I just KNOW is going to blow up in my face. I'm trying to do something that is admittedly... unconventional. I have a class (call it the monitor class) that, using reflection, scans an instance of another class for any methods that have a specific custom attribute and creates a collection of those methods. The unconventional part is: I'm trying to find a way for the monitor class to be notified if one of those methods are called.
Any suggestions?

I don't know if that's still true, but even if it is, there's places that let you do CI/CD on one of their virtual macs.
I think MS app center might let you do this now? I haven't checked.

I'm trying to get only the users from groups/TransitiveMembers, instead of users, groups, and whatever else, but nothing I try seems to be working. just create bootable USB for Mac installation and then install it on a VM
then you need to (as always) install the XCode and set it up
using this VM I could create native Swift apps as well as some Xamarin apps
