seems like web api is for REST, but i don't want to use rest for this
 
I don't see why not. A little overkill for some purposes, especially if you are running it on a schedule.
Can the SQL Server Agent not do what you need?

no, an external company needs the data that the stored procedures return
we want to expose the stored procedures to them, so we thought we would create a web api for this

I would use core then. It's much faster and lighter than full framework. It's also cross platform but that's not something I'm bothered about anyway

let's say there is a rpc called "AddItemToCart". When the external company calls this, the response should be {itemsAdded: 3}. Where in the app should i define the response? As a class called AddItemToCartResponse ?
just wanted to know if there was a standard way of doing this
all the documentation about .net core api assumes you are using rest, that's why I am asking here and not getting answers from online documentation.
 
Uh yeah you'd have to define the structure somewhere. It really depends on how you do that sort of thing
