@Sotos it's from rbind.data.frame
rbind.data.frame is the data.frame-method of rbind
this makes it probably a bit clearer: 
do.call(rbind, c(lapply(split(df_1, df_1$v1), function(i) rbind(data.frame(v1 = i$v1[1], v2 = i$v1[1]), i)),
                 make.row.names = FALSE)
        )
you can use c to combine parameters of the function you give to do.call with the data that is the input of the function
