I want to write a .NET Core 3.1 worker service that can accept a criteria (like a where condition in a sql statement) as a string from a web site user (enterprise level website deployed on cloud) to download records matching that criteria. Since the return rows could be very huge so I want move that logic to the worker service which will run in the background. But my question is what options do I have to generate such a file and send the link to the user?

to me it sounds both like "make a nuget package with helper methods like AddDefaultLogger() and add the nuget packages to each project using those methods"
If it gets too big and you want to change something for one context, it's ok. When you then make a change for a different context and update it in a different app, that will also update the first context.
So it might be easier to make multiple packages
Of course this experience is from having such a central package used in 5 teams, so possibly a different scale.
At the time is was a great idea "hey nice now not everyone has to build the same thing again!" but well...for some reason stuff got in there that isn't really interesting for other teams...so now we have to be very careful when managing dependencies, since we're the team basically using libraries from all other teams while those libraries all use that central package.
