It probably follows numpy, which is: slices never copy.
In numpy what copies is advanced indexing, i.e. using array-valued indices.
(which makes sense if you think about general cases and representation of data)
Let me correct that: indexing columns in pandas will probably not copy either, because columns are stored separately I think. But I bet there's an indexing tutorial somewhere by pandas-dev
