Off the top of my head, one can only specify major.minor.patch or major.minor. It is not a complete semver version requirement specifier.

If they think it's a Rust code of conduct violation, they can take it to the core team, since lib.rs pretty much gathers at least a subset of the Rust community.
Not that I would, but maybe doing this would help the matter get resolved, one way or the other.
