@JohnKugelman My impression is that they indeed want the command to go through sh, but this doesn't explain why the command wouldn't stop eventually. There seem to be other odd misconceptions along the way.
I'm not sure if this is portable, but maybe they'd be better off with sh -c 'command'
 
I don't think they need sh at all. sounds like they're under the misconception that using sh will avoid spawning multiple processes
 
Could be a serious case of XY indeed.
