There are a lot of sites for freelancers out there
If you want a freelancer, I'd try one of those
If you want to learn how to do it the right way yourself, gimme a call, we'll work out a price, it doesn't even have to be my usual rate.

It's your call, based on what you need. If you're thinking about a career in web development, than trust me when I tell you this, this knowledge will be worth much more than $15 / 15min
If you only need the job to be done, you shouldn't waste your time or money, and just hire a freelancer.
It would be cheaper and faster for you.

But like I said, I have a feeling that you don't want to learn how to do it yourself, you just want it done. In this case, whatever price I'll give you won't compare to the price a freelancer would give you.
