The conversion formula is phenomenological. The units were originally defined not in terms of each other.

I using twisted, had a doubt. Here's my model right now. A client sends requests r1 and r2 which calls c1 and c2 respectively on reponse. Is there some way I can call function only when I get both the reponses for r1 and r2. Does this make sense?
