There's peer pressure for users to downvote answers (even if they're functional and is a reasonable approach) on homework-like questions to get them to delete answers. I experienced this frequently when I first joined.

I cannot find anything that says you can use it without installing VLC.
 
So you're trying to read a VLC file for C# specific stuff? From what I've read there, VLC has to be present.

@Sam Video streaming is quite complex, so a 3rd party library is useful here.

There is Mono for non-Windows platforms, but it doesn't cover everything.
It could be that a .NET library doesn't work on a non-Windows platform because Mono doesn't support some used classes.

No, I meant cross-platform for network streaming one side is with Pyton other is with C# , so complexity is here :)

@Sam I don't need to use Mono, I will try to be more clear. I am trying to transfer video that Raspberry Pi's camera records to any computer . To do this, I use Python on Raspi and C# on client-side. I am using socket programming. To stream video I will use cross-platform and maybe cross-language solution, which is a media player interface like VLC.

Ok, well that link I gave you is basically a .Net wrapper for VLC. Which is what you originally asked for.
But Fox's idea sounds better.
 
@ProgramFOX yes,you're right , firstly I tried so but I encountered with a lot of problems for a basic video playing with PyQt so I changed my mind and started with C#
 
You'll still encounter those problems if you still use Python at one side.
