I think you're misunderstanding the meaning of SPAM.

Yes. If a post is useful and relevant, it's not considered as spam, but rather blatant self promotion or honest recommendation.
You could flag all the jQuery plugin advises on javascript answers, they're probably going to be disputed though.
 
I got lots of spam flags as helpful for cases with similar pattern, one user many links to a payed site .... after reading this, a view days ago I got insecure : meta.stackoverflow.com/questions/275289/…
 
Yes, if you find a user who you know is a spammer, you can flag.

I think I' ll keep an eye on those and do nothing at the moment, it might be seen as good apple if flagged for VLQ, since it is findable, the evidence of some more post like this might substantiate the suspicion.
