@HenryEcker I was going to say from the first 2 answers the question could be deemed a resource request, but then come a few answers about using IDE specific built-in tools. A possible close reason would be "lacks focus" because it doesn't specify an OS, but it is tagged Windows. So that's where my expertise stops since I'm not sure if specifying Windows alone with DLL lacks focus...

@bad_coder Or maybe Details or Clarity because it doesn't specify a specific IDE? I don't know but it seemed almost all of the answers just link to various tools. My understanding of the recommendations closure reason is to avoid link only/opinion based answers which is why I went with that close option, but if that was inappropriate I'm open to changing it.

@HenryEcker well the CV was a good call. I've looked at it but can't vote, the decision boils down to if it's always possible to extract some interface from a DLL or if that is mostly language dependent. In the later case closing would be the right choice (so yes, details and clarity for lack of language specifics if they apply to DLLs).
@miken32 no problem, I sometimes loose track of my requests. Although this week I've checked up on pending request and decided to ask after opening that post a few times.

Is this question really unclear? The way I see it, OP does ask a clear, concise and answerable question. It does not seem that this is what they wanted to ask, but that's another story. I do not want to reopen-vote since I am biased (posted an answer).
 
It seemed clear enough to me in rev1. rev5 is a bit messy though. Also, OP seems to have cast a CV as well, which is uncommon.
 
@cigien Why is rev5 messy? Because of the code? I do not see how the code makes the question unclearer. with regards to the close-vote by OP... that does not make it less or more correct or wrong.

No, the code is fine. It just doesn't seem necessary to me, but I don't really know the subject well. And yeah, whether the OP feels it should be closed doesn't change whether it should be closed or not, I was just commenting on the unusualness of the post. BTW, you can still vote to reopen; in fact, if you answered the question, you think it's clear enough, so voting to reopen makes sense. You just can't post a request for that here.

@gparyani I'm just gonna give a quick "rule of thumb" here. You all too often come across people with opinions who don't know what they're talking about. But I'll tell you this, the contributors on this page more likely than not, know their editing.
@gparyani those were basically the editors I watched closely when deciding on my criteria. Because hey, if they're doing it it's probably right. Now lets do some simple math, take for example someone who in 5 years edited as many posts as some of the editors on the leaderboard might edit in a few of weeks.
How many years would it take the former to catch up with the later?

@bad_coder Just to be clear, my earlier messages in the Tavern were in no way a complaint. I was just confused by your edit summaries and wanted clarification, and was wondering why you preferred footer links, and you provided those explanations.
I then later went on to explain why my personal preference was inline links, but later stated to use any link style you prefer. There was someone else who misstated that there was a hard rule to use inline links, which I refuted.
A moderator there has issued a ruling, so let's conclude this discussion.

@CodyGray my assumption was that this question asks about network analysis tool. That seemed more networking but hardly programming. I may be incorrect, that's why I asked in the morning. The only reply supported my assumption. You have by far more experience than me, so if I am incorrect, please remove the cv-pls request.
 
Well, it seems obvious to me. That it is a developer tool is right there in the name, and, in my experience, programmers do commonly use this tool. I'm not even a web developer, and I've used it myself countless times when writing and debugging userscripts. I'm confused at how it seems so obvious to me that it's a programming tool, yet this is the second request in a short period of time to close that as off-topic.

What should be done and why? The answers you linked to seem to have been found useful by many people. Also note that the first comment you link to starts with "It answers the question in the title of the post."

Okay, that one feels like a weird special case.
Only revision 4 have the "wrong" title. (and it isn't even that wrong, just "happens to" attract a lot of Google traffic)
 
Your options are: 1) Downvote posts you don't find useful (like a post that you don't think answers the question) 2) Discuss on MSO 3) custom flag and explanation but I guess it'd be declined.

@JeanneDark You are talking about votes = useful, that's a generalization. I'm pointing out that votes are not.
Votes try to be proxy for usefulness, but be aware they are not a strong indication.
You have no other way to say that the answers "have been found useful by many people". People could upvote those answers for giggles, and no one would be the wiser.

Also, these answer are obviously very much unlike the zalgo answer. Should a mod delete such an answer just because of a flag and risk being tarred and feathered on meta?

@Dharman Well, the edits are essentially OK but they do nothing to really improve the question. But, as that seems to have been submitted without the "push to reopen" option, then what's the issue? (I would improve, to add a paragraph break before "I didn't write for this" and a semicolon after that phrase.)
 
There was a code block for URLhaus. The editor replaced it with a link. Isn't that changing the meaning?
 
The code-block formatting was wrong. Adding the link is, IMHO, not harmful but actually quite useful.
Probably a moot point, though - looks like Roomba will eat it in 10 days.

@Turing85 Autoflagging has only been enabled from your account for about 4 days, right? It's not surprising that flags haven't been cast from your account yet (even with the recent spam wave), assuming you have the default conditions enabled.
 
@cigien hmok.... given that there are around 400 accounts, and >= 400 flags per day (excl. yesterday and today), I suspect that there should have been at least one flag in my name.
@cigien and since there were some... irregularities when I configured autoflagging, I just want to be sure that there isn't something wrong with the configuration

@Turing85 I'm sorry for the delay. I was called away in RL. Your configuration appears to be fine. I probably would have expected a flag or two at this point, given the relatively large number which have been raised over the last few days, but it's not all that unusual for there to have not been any.
Autoflags are allocated randomly, with some weighting. The weighting is that if the user is strongly active in the Charcoal project, then it's somewhat more likely for their flags to be used. The general assumption is that people strongly active in the project are more likely be around in chat to deal with any possible false positive (to manually evaluate and, potentially, retract the flag) than someone who set up autoflagging and forgot about it. :;
 
@Makyen no problem 😀 didn't expect an immediate response. Thank you for checking. As a feature request: can we have a "test configuration"-button to validate that the config works, i.e. that the user can be selected for flagging based on their current settings?
 
@Turing85 That already exists. It's just done on a post by post basis. The flag logs page for each post has an "Eligible Flaggers" button.

@Turing85 Yes, that question. It doesn't look like there is any attempt, but lack of it is also not a valid close reason.
 
@Dharman primary reason I want to see an attempt is that the question is too unfocused. It can be sub-divided into at least two questions: - how to flatten the arrays, and - how to sort the flattened array.
I suspect that OP has solved one problem and needs help on the other problem.

@Turing85 May I ask why? The OP is clearly asking how to flatten a 2D array. Would the question have been any clearer, or in any way more useful, if the OP had added an attempt?

@cigien Flattening the array is only one part. Sorting is the other. My suspicion is that they got it flattened, but struggle with (simultaneously) sorting the array.

@cigien My core argument is that the question contains two questions. Depending on how we see it, we can either close it for missing details (what is the actual problem? Flattening or sorting?) or for being unfocused (containing (at least) two questions). I will try to be more thorough with my comments accomodating my close-vote.
