Yeah, it'd be the same either way. Russian (or Cyrillic) transliteration would normally result in the same word because the letters that form it are also the sounds for pronunciation. A transliteration is also the literal translation of Cyrillic words. But it's a bit flawed because then English has these extra ways to pronounce some vowels or letter combinations.

The symbol & is called "ampersand". This actually started as a mistake - it is called "and" like the conjunction. It was part of the English alphabet for a while until it was removed as redundant. When saying the alphabet out loud you'd end with "X, Y, Z, and per se and" meaning that you also add the literal symbol "and" at the end. "andperseand" turned into "ampersand"

For comparison, Intel has these sorts of diffs. The diff is usually a few pages and can be summarised (to a degree useful as an answer) in one or two paragraphs. So definitely in scope for a Stack Overflow answer. And tremendously useful.

@TylerH Have you ever programmed in assembly? Knowing which CPU generations support which instructions is one of the most basic things you need to know. For x86 for example there are tons of resources about this out there.

Vendors (and people in general) move based on (dis)incentives. So, you need to incentivize vendors to do that. Using SO to list all the changes is a clear disincentives. Why I'm going to invest in something someone is doing for free?

@TylerH ARM doesn't really bother to make this kind of document. They have their Architecture Reference Manual and that's supposed to be enough. ARM just assumes that people don't program in assembly and toolchain vendors pay people enough $$$ to figure this out on their own.

@fuz unfortunately I don't think the site has enough subject-matter experts for each tag that are also willing be curators. Active curators can only do their best in applying the rules, and some times there may be a divergence of opinions on how to interpret those rules. I would just trust their judgement, comply as much as possible, and move on. Crowd-sourced websites will always be imperfect devices.
