I needed to download the JRE from an Oracle site. The server I was on only had IE11 installed. The Oracle site didn't work so IE saved me from installing Java. For once IE11 did the right thing.

I know what you mean. I'm a softie too, and I like giving the benefit of the doubt. But my understanding is that there is enough malicious spam coming in that we should be flagging these things first, and asking questions later. Is that correct?
 
I think that's the way it works. But I need to be convinced that it's malicious for me to flag it. If someone else is convinced, then I have no issue with them flagging :)

If there's no duplicate, I'd re-open it with a little more text in the body.
I do not think this is too broad and it's clear to me what the aim is.
 
@Nick Sorry, that's confusing. Isn't deciding whether something is on-topic how we decide whether to close a question? We might be using these terms differently.
 
No, something being off-topic and something be closable aren't the same thing. A post being off-topic is reason for closure, but a post that is on-topic can also be closed for being a duplicate, being too broad, being unclear... take your pick
in other words, deciding whether something is on-topic is one step in deciding if/how a question should be closed, but not the whole process

With the exception of duplicates. But then the post is fine, but just has a similar post already.

No, I use this list i.e., the off-topic close reasons (which were poorly renamed to "community-specific" reasons)
 
Fun fact, that was updated last night. HW requirement dumps are no longer automatically off-topic.

@Nick Oh. I think that's a very tricky definition. I'd say on-topic == fine. off-topic == not fine for Stack. Though I feel opinion based is being misused as anything that asks for a good solution. Everyone is assumed to do their best, asking for it is probably just because they do not know it's a trigger word.

@Nick If you're referring to the 7 bullet points, I see what you mean, it certainly makes it seem like off-topic is a subset of closable reasons. Hypothetically, if something similar to this text which is on that page "Questions which are too broad, unclear, incomplete or primarily opinion-based may be closed by the community until they are improved." were added as another bullet point, would you say that off-topic == closable? Apart from duplicates of course.
