Is this an answer? Question had a typing mistake which is raised in this answer. But, typing mistake is not actual problem. Even after correcting typing mistake, problem persists. IMO this is Not An Answer. This should better suit in comment. Question is edited to remove the typing mistake; answer does not make sense anymore. Note that answer does not answer the actual problem in the question.

@NathanOliver I thought that was the case, it was more to make it clear that raising a flag for something like this is never superfluous, as it can stop it happening in future (cc @tripleee)

Should we reopen this since from the comments we now know it is a dupe and I can hammer it, or do we leave it since as is the question does not have the info in it?
Can somebody, please, explain to me this line in FAQ: "cv-pls is for questions that have recent activity on the question"? Why? What's the reason for it? For example, I was looking for a duplicate of a recently asked question, and one of the first links that Google offered me was leading to this post, which is not useful at all to anyone since the issue in the question couldn't be reproduced by other people.
Now I'd love this question to be closed as a "typo" and eventually deleted, so it won't appear in the search anymore, but I can't ask for it here due to this "recent activity" rule (the question was last active 3 years, 7 months ago).
@Georgy While it was written for the older 5-vote system, the general idea is that there are probably millions of questions that need closing. Some predate certain rules, others are just bad and never got closed. We would overwhelm SOCVR to try and take on something that large
@Georgy SOCVR is not the site's Close Vote Review Queue. We have a limited number of people that participate, which means a limited number of total available close-votes. It's just not possible for SOCVR to handle every post which should be closed, or even every question which people who are routinely in the room want closed. Thus, which questions get cv-pls requests must be limited in some way.
The intent of the rules is to limit cv-pls requests to those questions from which the Stack Overflow community benefits the most by having them closed, or where the Close Vote Review Queue is consistently ineffective (e.g. low traffic tags). Old questions which nobody visits don't give the community all that much benefit by being closed and unvisited vs open and unvisited.
We all routinely have questions which we'd like to see closed, but which don't have recent activity, or don't qualify for cv-pls requests for other reasons. Unfortunately, the reality is that the room just can't sustain allowing everybody to post cv-pls requests for whatever questions they want. If we allowed that, then SOCVR would be just as ineffective as the Close Vote Review Queue.
We understand that it's frustrating and share in that frustration, but it's something we all have to live with in order to be effective.
As has been mentioned, the change to requiring only 3 close-votes instead of 5 does change how many questions it's possible for SOCVR to close. That change will result in adjusting the requirements we have for cv-pls requests, but it won't result in removing all requirements, because it's just not possible for the room to be effective if we do that.
@Chipster Thanks for letting me know about the update & Meta Q. Unfortunately, it looks like the Q is still POB, just with a large Stack Snippet added, so I won't be removing my downvote. Doubly unfortunately, it's been reopened (and we generally don't allow cv-pls requests for questions that are discussed on Meta).
I have left a comment outlining some of the remaining issues, though. Hopefully OP will learn from them

@NathanOliver Essentially you are saying the reason provided for rejecting my flag is not precise and it should've been declined cause the post is not in danger of being deleted. Correct me if I'm wrong.
@M-- Oh, I didn't know that was a mod flag rejection. That might be what they were going after, They also might not feel it is significant enough. 3K views per year is not a lot.
It was one of my old flags from 2+ years ago which was rejected (by that time couldn't cast a CV). When read it again, thought it has no value; but wanted to ask for an expert opinion as well.
@M--: thanks for the edit on the JMeter question. Just a quick bit of feedback - I think there is some consensus against adding "tags" in the title, see here (meta.stackoverflow.com/a/253076/472495 - fair warning though, I wrote this answer ;-)). The way I approach this is either to remove the tag from the title entirely (it is in the real tags anyway) or merge it into the title so it reads organically without a tag separator.
@Dharman IMO, it would be difficult to generate an actual MCVE for that. At a minimum, you'd have to include a considerable amount of the HTML for the page you're looking to scrape.
