So far it has a close vote for "unclear" and a close vote for "asking for tool recommendation". I'm confused as to how you voted to close there given the reason you've chosen for the request.
 
IMHO it's a reason to downvote for being not useful (rather than necessarily being a reason to vote to close)
 
@TinyGiant For me an XY problem is a subset of the problems that are unclear, so point that out, maybe I could specify with the unclear option.

@TinyGiant I once saw a request stating an XY problem and it was closed as unclear so I assumed that I can point out the precise reason (XY problem) instead of the reason for closing, my apologies if it is not correct.

the cv-pls generator oddly prevents me from nominating a question I have answered as a duplicate ... I'm shooting myself in the foot but can't I do that?

@MatthieuBrucher For requests like that, we use a format that allows others to find the requests and scripts to both present the requests to people and archive them when they are complete. The basic format is [tag:cv-pls] close reason https://stackoverflow.com/q/12345. Please see: How and why do I need to format my cv-pls (and other requests)?. I'd suggest reading the complete SOCVR FAQ.

@πάνταῥεῖ I works even when you don't have close-votes. :-) You just have to use the cv-pls button below the post's tags, which will open a UI to send the request.

How can I access other cv requests from the room members, when I was not online ? I generally vote only on the ones which pops up when I am online.
 
The autocomment script allows you to have a set of comments from which you can select on question, answers, and/or close reasons. Comments can be added/modified by yourself, or added from a repository.
@MadhurBhaiya We have the Unclosed Request Review Script, which has a beta version with additional features.

@sideshowbarker How is this question "No MCVE"? A MCVE is only required for debugging questions (homework questions must show an attempt). Debugging questions are "why isn't my code working the way I want?" or "fix my code for me". No other question types require code. A question that's asking straight how to do something (that's not fixing their code) isn't debugging, thus can't be "no MCVE".
OTOH, code usually greatly helps to narrow and clarify a question (i.e. without code, questions are often, but not always, "Too Broad" or "Unclear").
 
@Makyen Because the OP hasn’t shown what they’ve tried or even indicated at all that they’ve tried anything? What should it be flagged as instead?
 
@sideshowbarker While it's nice/helpful for the OP to try, it's not actually required (except homework). Lack of research effort (which you could, reasonably, consider a lack of attempting to solve it) is a reason to down-vote, not a reason to close. If the question isn't clear what they want, then "unclear". If it's something that's too big to fit into SO's format, then "too broad". Having code often does a good job at clarifying what the user's wanting, or narrowing down their text description.
But, things that are "how to", even without an attempt, are on-topic on SO. Some of the best questions here are "how to". However, such questions are usually quite narrow and focus on doing one thing. That one thing is usually something that other people could re-use.
While not always the case, a good indicator that something is too broad is when the OP says something like "I want to X and then Y". That's usually too broad, but just asking "How do I X", or "I have X, how do I Y" are often OK as separate questions.

@StephenKennedy I wrote a userscript to add the reply-to button to the user's messages. It's not something I've released yet, but it's on the list of things that I should move into it's own script and release.
