@ErikvonAsmuth I disagree. Your argumentation would make every question about library installation issues "programming related". Like problems with GPU, disc, etc. drivers. The drivers are used as well by ready-made applications.
 
@Olaf As said, you may disagree. I believe it falls under software tools commonly used by programmers; and is a practical, answerable problem that is unique to software development Since non-programmers won't touch the ODBC drivers (but will run into problems with other ones), in my opinion it meets both criteria, and it falls under that.

I noticed that there are good and bad days. On a bad day, there's not one good question. On good days, a lot of ok questions where I can score 3 votes or more. Depends. Now that I have legendary, that's less a motivation to get 200 a day.
