the chat interface shows a blue ball with a number when you have enough reputation and somebody raises a mod flag about a chat message, but I don't really understand how it's supposed to work. Or do I need higher privileges still to really get it to work properly?

At present, truly rude or offensive comments can be deleted by the community with a single flag if they contain particular words or by a group of flags on the same comment. These comment deletions occur instantly, and don't involve a moderator.

@NathanOliver The thing is, if you flag a post for being, let's say too broad, and it is editted to narrow down the question, your flag will be declined.
I would suggest a US though that modifies the flag page and shows if a post has been updated since you flagged it. Otherwise you could end up getting a lot of notifications.
@Seth Also this is not a true Meta post until you take a screenshot of your flag summary with a few pending tags, add some red circles and a hand mouse-written new "tag" such as "edited"
