I know you can trigger a question ban if you delete a lot of downvoted posts. Don't know how much the votes factor into that equation though.

So the FAQ explains how to use cv-pls and to use it sparingly. I suspect there's a lot of tribal knowledge about when to use it though. For example, would this be an appropriate use? (I admit I'm not exactly impartial on that post)

You can’t delete answers that have been accepted.

You can’t delete your own question when it:

has an upvoted answer, or
has an accepted answer, or
has multiple answers (even if there are no upvotes)
You can’t delete any of your questions or answers if you haven’t registered your account (that is, associated an OpenID with it).

That would imply that the only way to lose rep by a question being deleted is if a moderator does it.

One of the major problems right now is the amount of low-quality questions, some worse than others. I need to filter out the not as bad ones

No. The point of the bot is to find low quality questions and answers, then alert people of them so they will be close-voted and sent to the queue
