A gold badger can clealy tell when a MCVE is missing. Why his votes only count as 1 and not as 3? And a silver badge holder as well, make his vote count 2.

that's what the "modification" is to the query if I'm not mistaken: self-reopens are not errors
I mean when the hammerer unhammers it, it doesn't count as an error
 
The query returns the number of times the user hammered versus the number of times it was reopened. Questions that the user reopened (so closed by mistake) are not counted and questions are are still closed (even after being reopened) are not counted either.
 
people have some pretty decent error rates
 
The percent error represents "how much questions did I close but were reopened other by myself and are still open"
