@rene I investigated something similar about a year ago. Ended up on meta (forgot which link) and a diamond repied something along the lines of: "I'll remember your name and click 'declined' next time".. Also I wouldn't want to bring on the meta effect to some user for something simple like that.

just to be clear, that wasn't told to me, but to the asker of the meta post with an identical case. Someone also said sometimes some flags were taken out of the que (usually marking helpful) with the intention to give it some more time and delete later. But sometimes the (manual?) deletion was forgotten due to being swamped with work-load.

@bluet The VLQ and NAA flags can only ever push a post into the LQP queue once. Which they did. There were two NAA flags on it before the OP's delete/undelete run, and a review task was created. The deletions invalidated it by marking all the flags as helpful (so it was removed because it no longer matched any criteria for being in that queue). That action prevents it from ever getting back into the queue - all further flags would require a moderator to process. — animuson ♦ Feb 16 '15 at 3:41
