You could always create a gist of your proposed version and get him to copy it in.

Or I could point him on IRC to the suggested edit and tell him to click "Approve".
Even a fellow with only 5 rep can review edits to his own question.

@unforgettableid And if he doesn't want to bother, then that's his problem. If you feel the question is important enough, you can post a (good) version of it yourself, maybe even get some reputation from it, and have the bad one closed as a duplicate.

So I saw... locking it would prevent deletion which looks to be the way it's going
 
I thought it would only stop that you can't edit it anymore.

@Mogsdad Well I fixed the editor not finding the edit-comment box in the H&I queue, but that isn't that useful anyways because it actually leaves a comment, and the output doesn't really make sense as an actual comment. We'll see how it goes, maybe a special case will need to be made for the H&I like prepending it with "I've edited your question for...".
