Yeah, I don't think it's spam, but it is also off-topic. Needs focus at the very least, and rather Wordpress support than programming.

Yes, that text in the flag dialog should be improved. We've been asking for that to be more clear for a long time, but it's yet one more simple improvement that SE hasn't done.
However, while a spam flag is accurate and should be marked helpful or disputed, the more appropriate flag is often "in need of moderator intervention", particularly when the user has other constructive contributions which don't mention or promote their thing.
In general, the author can resolve the problem by adding disclosure, assuming that the post is otherwise helpful and the user is not just taking the opportunity of putting what is effectively promotion on a question that's only tangentially related or which is explicitly asking about something else.
While other users can edit in disclosure, it should only be done when A) it's clear elsewhere what the actual relationship is; B) it's clear that the post isn't promotional (and follows all the other requirements); and C) it's clear that the user isn't here to promote their thing. Unfortunately, making that determination may require a moderator, as there could be deleted posts that affect that determination and/or prior communication to the user about the requirements.

Is this question any different (really) from another one posted over 8 years ago by the same user? It's even linked by them ... I thought the link had gone splooey when I clicked on the last item in the "Bonus Reading" of the new question because they look so similar.
Perhaps it's taken 8 years for them to get annoyed enough about it to post again?
Yeah - The more I look at them, the more confused I get. Seems like it's a Delphi/VCL issue, because I have had no issues with printer DCs in Win-10 (calling from C++ code).
Should we close today's effort as a dupe of the old one?
