I personally would not blacklist a user who used a poor choice of words. It is easily fixed and it is clear the user is not a spammer.

According to the FAQ (specifically "Are expletives (cursing, swear words or vulgar language) allowed on SE sites?"), the user would have gotten a warning (from the system, implied). Editing the post ASAP, even code, is the appropriate first response. One comment from a room member explaining would be OK, but not necessary. I lean toward fp for this post, as the vulgarity was neither targeted nor excessive, therefore IMO not abusive.

Its a bit vague since Javascript is generally interpreted or JITed, so the interpreter/generator could segfault but not really javascript itself :)
the same for Java. A class won't segfault, but the JVM most definitely will

I don't think so. It is handled by cv's or mod flags. There are migration stats though
 
I think a badge-powered migration queue would be useful
get rid of the choices in the CV modal and just say "this question should be migrated" and offer a textbox to type in which site
 
And defer the decision from the mods to reviewers?
 
it goes into the queue and only users with accounts w/ rep of over 101 (maybe 150?) on that site can see it (so I guess that wouldn't be badge powered)
takes 3 users, if no decision is reached in 24 hours, it raises a mod flag
or something along those lines

I would like to see an migration incoming queue. A user can cv a q to migrate to any site and then on the receiving site it would enter a migration queue. If the receiving site agrees it gets migrated otherwise it gets rejected.
 
You'd still have to have 3k rep on SO

We often end up pinging mods from other sites regarding migrations, which is something that is quite tough for non-mods to do.
 
Which I think an incoming queue would solve. it lets the site decide.

Yeah, incoming queue makes a lot more sense to me than an outgoing queue
Though I guess in some sense a question being closed is kind of the same thing as the incoming queue saying "no"
As long as it's not closed as duplicate the migration is rejected

We try to avoid migrating obvious duplicates. I'm just saying here that we already have a mechanism to reject migrations, so it's not clear what the "incoming queue" adds over that.
