Not expecting any nor good response (, maybe even a negative response) from it". If you are satisfied with the work and these conditions, then it's good else not :P

I have no idea what this is and have had a hard time finding documentation on filters and how to query query se for questions that have close votes.

That is a filter, but it filters what fields are returned in the API query JSON response, and what to sort by etc

So what you do is play around with the demos online. The filter is a thing generated on the screen that you happy with. Then use that in your code. So the filter is mega permutations crystalized into that gibberish. When handed to SO via the api they know what you are after.
